Jaipur: The state bureaucracy has been sitting idle for the last fortnight, being in dilemma. Everything stands still. There has to be a radical change in the entire administration from the top to the district level but people are not able to understand why this is not happening.
According to sources, homework on the Cabinet list and transfers of bureaucracy has been completed at the top level but the list has not been released yet. First of all, the postings of the officers in CMO is still incomplete. Only three new officers have been appointed temporarily. The interesting fact is that the top IAS officer T Ravikanth, who has been given the temporary responsibility of Principal Secretary in CMO, already has the additional charge of important departments like UDH and LSG along with medical education. In such a situation, T Ravikanth is surprised and finding difficulties in handling so many responsibilities.
Heads of important departments like Home, Finance, PHED and PWD have not been changed yet, though they are usually changed on change of government.
There is also curiosity about the new Chief Secretary as only 10 days are left for the arrival of the new Chief Secretary.
The speculation about the return of some officers of Rajasthan cadre working on deputation in Delhi has been going on since the first day. Names of Delhi officers are being considered for senior posts like Chief Secretary , CMO and Finance. The surprising thing is that neither in Delhi nor in Jaipur, no one knows what responsibility they are going to get.
The important thing is that on January 1, many IAS officers will be promoted and even then major changes will have to be made.
Bureaucracy experts believe that according to the new government, if HODs in the departments , MDs in the Corporation and Collectors and SDMs in the districts are changed, then more than 100 IAS will have to be shifted. The question is, who will do this marathon work?
According to reliable sources a senior IAS officer of Gujarat cadre is being brought to Rajasthan on deputation and may be given the command of CMO or Finance. The officer is from Rajasthan and is also experienced in finance.
