Review Meeting by Industries Minister on the functioning of One Stop Shop Facility in Bureau of Investment Promotion

A review of the One-Stop-Shop Facility was held by Industries Minister today with all 14 departments. The meeting held at the Bureau of Investment Promotion (BIP) was attended by Principal Secretary Industries, Managing Director RIICO, Commissioner BIP, and Commissioner Industries & Commerce.

All officers deputed in BIP for One-Stop-Shop had attended the meeting. Departments were directed to clear the applications on priority as and when received so that investors get facilitated in a hassle-free manner.

Industries Minister stated that the One Stop Shop facility is a vision of Chief Minister, Rajasthan to provide hassle-free clearances to investors deciding to locate their units in Rajasthan.

To further take that vision forward, it will be ensured that MOUs/LOIs signed as a run-up to Invest Rajasthan Summit will also be cleared through the Rajnivesh portal under the One-Stop-Shop facility.

It was decided that to increase the awareness on the ground about the One Stop Shop facility and Rajnivesh portal, workshops will be held with investors in the coming months.

Industries Minister stated that BIP has been putting a lot of effort to implement One Stop Shop in the letter and spirit.

It was assured that the entire team of the Industries Department will ensure that the One Stop Shop is effective and the initiative is successful.

Such review meetings will be held on a regular basis and the progress will be ensured. Starting the meeting Commissioner BIP informed that to strengthen the existing Single Window Clearance System (SWCS), facilitate large investment proposals more effectively, and expedite requisite approvals/clearances/permissions in a time-bound manner under one roof, the “One Stop Shop” facility has been established in BIP.

Under the One Stop Shop, a “Board of Investment” has been constituted under the chairmanship of the Chief Minister that will provide approvals/clearances to the investment proposals in place of the Council of Ministers.

As per the Act, the officers from 14 departments have been given the power from the departments to provide clearances concerning their department in a time-bound manner.

As of date (28.02.20222), 221 no. of applications entailing investments of Rs. 51,570 Crores have been received online out of which 95 applications of Rs. 49,955 have been cleared. Details about One Stop Shop Facility: The Rajasthan Enterprises Single Window Enabling and Clearance (Amendment) Bill, 2020 was passed in the Rajasthan Legislative Assembly on 24.08.2020 and was notified in the Rajasthan Gazette on 16.09.2020.

The online portal for One Stop Shop “rajnivesh.rajasthan.gov.in” has been developed and is functional wherein the investors can submit their applications online and receive clearances.

In the first stage, officers of the concerned 14 departments providing clearances of 136 services have been housed at BIP on a part-time basis.

These departments are Department of Consumer Affairs, Energy, Factories and Boilers, Electrical Inspectorate, Industries Department, Labour Department, Local Self Government (LSG), Medical & Health, Public Health and Engineering Department (PHED), Public Works Department (PWD), Rajasthan State Industrial Development and Investment Corporation (RIICO), Rajasthan State Pollution Control Board (RSPCB), Revenue, Tourism, and Urban Development and Housing (UDH).
